Who we are
SOS Children's Villages Jordan is a national non-profit organization established in 1983 to provide alternative care for children and youth who lack parental care or are at risk of losing it. What distinguishes our care model is providing integrated care for children and youth, by covering all their needs including care, accommodation, education and skills, protection and social inclusion, food security, physical health, livelihood, and social and emotional wellbeing. The Association is guided by the UN Guidelines for the Alternative Care for Children and the Convention on the Rights of the Child issued by the United Nations. The Association also aligns its efforts with the principles of the 2030 Agenda for Sustainable Development, where the goals of the United Nations for sustainable development come within the focus of the Association's work and strategy.

Project Background
SOS Children’s Villages Jordan is implementing SHAPE – Shaping the Future: Career Prospects and Mental Resilience for Young People in Jordan, a multi-year project in Amman, Irbid, and Aqaba. The project supports vulnerable young people aged 16–30—particularly young women, care leavers, refugees, young people from low-income families, and young people with disabilities—to strengthen their employability, mental resilience, and transition into decent employment or self-employment. It combines youth employability hubs, structured career guidance, market-oriented employability, vocational and entrepreneurship training, integrated mental health and psychosocial support, employer engagement, on-the-job training, mentoring, inclusive job shadowing, and support for viable small-business prototypes. Implementation is led by SOS Jordan in coordination with the Ministry of Youth, Ministry of Labour, Ministry of Social Development, Higher Council for the Rights of Persons with Disabilities, community-based organisations, national youth platforms, private-sector employers, and a contracted strategic technical partner.
Mission of the Position
The Project Manager provides overall leadership and accountability for the effective delivery of the SHAPE project. The position ensures that institutional partnerships, youth employability hubs, career guidance, skills development, MHPSS, inclusion, entrepreneurship, and pathways into employment are implemented as one coherent programme. The Project Manager leads the team, partnerships, budget, quality, risk management, compliance, monitoring, reporting, and sustainability in line with the approved project documents, donor requirements, and SOS Children’s Villages policies.
Main Responsibilities
· Lead the overall planning, implementation, review, and closure of the project in line with the approved proposal, results framework, budget, grant agreement, BMZ requirements, and SOS Jordan policies.
· Translate project objectives, outputs, and indicators into integrated annual and periodic work plans, implementation schedules, resource plans, and clear responsibilities across Amman, Irbid, and Aqaba.
· Provide day-to-day leadership, supervision, and performance management to the project team, and ensure effective coordination with M&E, Finance, Procurement, HR, Communications, Safeguarding, and other relevant functions.
· Maintain senior-level coordination with the German private sponsor, government institutions, the Higher Council for the Rights of Persons with Disabilities, youth centers, CBOs, national youth platforms, employers, and the strategic technical partner.
· Lead the development, negotiation, operationalization, and follow-up of MoUs, service agreements, referral pathways, hub action plans, and other partnership arrangements within delegated authority.
· Oversee the establishment and effective functioning of 3–5 youth employability hubs and ensure that their career guidance, referral, training, MHPSS, inclusion, and employment-promotion services are accessible and delivered to the required quality.
· Ensure transparent and inclusive participant outreach, screening, selection, referral, and follow-up, with particular attention to young women, care leavers, refugees, young people from low-income families, and young people with disabilities.
· Oversee delivery of employability, vocational and entrepreneurship training, career counselling, psychosocial support, job fairs, employer engagement, on-the-job training, mentoring, job shadowing, and small-business prototype support.
· Manage the project budget and expenditure in close coordination with Finance and the Accountant, ensuring sound forecasting, value for money, timely procurement, accurate documentation, and compliance with approved financial controls.
· Supervise contracts and performance of consultants, service providers, CBOs, trainers, and other implementing partners, and address quality, compliance, or delivery gaps promptly.
· Maintain an active risk register and ensure timely mitigation of operational, financial, partnership, safeguarding, inclusion, data-protection, and reputational risks.
· Represent SOS Jordan in donor meetings, technical forums, policy discussions, monitoring visits, audits, evaluations, and relevant public events as delegated.
· Lead sustainability and institutionalization measures so that strengthened services, tools, partnerships, referral mechanisms, and staff capacities continue beyond project funding.
Monitoring, Reporting and Documentation
· Oversee the project monitoring, evaluation, accountability, and learning arrangements in coordination with the M&E function and technical team.
· Monitor progress against approved indicators, targets, deliverables, work plans, and expenditure, and use findings and participant feedback to guide management decisions and programme adaptation.
· Ensure timely preparation, quality review, and submission of quarterly, annual, and final narrative and financial reports, together with complete and consistent supporting evidence.
· Ensure that participant, partner, activity, and financial records are accurate, securely maintained, and handled in accordance with confidentiality, consent, data-protection, and records-management requirements.
· Coordinate audits, evaluations, internal biannual learning workshops, donor reviews, and management reviews, and ensure timely follow-up of agreed recommendations.
· Document lessons learned, effective practices, implementation challenges, and evidence relevant to sustainability and future scale-up.
Child Safeguarding:
· Uphold and promote SOS Children’s Villages’ Child Safeguarding Standards and Code of Conduct, ensuring a zero-tolerance approach to all forms of abuse, neglect, exploitation, and misconduct.
· Ensure that all project activities, communications, and interactions prioritize the safety, dignity, and well-being of children and vulnerable individuals.
· Promote safeguarding awareness among project staff and partners and ensure timely reporting of any safeguarding concerns in accordance with organizational procedures.
General:
· Carry out all duties and responsibilities in a professional, ethical, and accountable manner, in line with SOS Children’s Villages policies and values.
· Perform any other reasonable duties related to the position as assigned by the immediate supervisor.
Position Requirements
· Bachelor’s degree in project management, Business Administration, International Development, Social Sciences, Economics, Public Administration, or a related field; a relevant master’s degree is an asset.
· Minimum seven years of progressively responsible experience in project or programme management within NGOs, INGOs, development cooperation, or donor-funded programmes.
· Demonstrated experience managing complex, multi-site projects, including work planning, budgeting, team supervision, procurement coordination, partner management, risk management, monitoring, and reporting.
· Relevant experience in youth employability, livelihoods, vocational training, entrepreneurship, MHPSS, disability inclusion, or a closely related field.
· Proven ability to coordinate with government institutions, national bodies, donors, private-sector employers, technical partners, CBOs, and external service providers.
· Strong understanding of project cycle management, results-based management, donor compliance, safeguarding, gender equality, disability inclusion, and evidence-based adaptive management.
· Experience with BMZ-funded projects or comparable institutional donors is a strong asset.
· Excellent leadership, negotiation, analytical, facilitation, problem-solving, report-writing, and presentation skills.
· Excellent written and verbal communication skills in Arabic and English, with strong command of MS Office and project information systems.
· Ability and willingness to travel regularly to Irbid, Aqaba, project hubs, and partner locations.
